HYHK Expansion Initiative

 

The Hudson Yards Hell’s Kitchen Alliance (HYHK) is exploring expanding the boundaries of the BID to include sections of 9th, 10th, and 11th Avenues north of W 42nd Street.

Since 2014, HYHK has been serving the business owners, property owners, residents, and shoppers in the district through supplemental sanitation, security, district marketing, and public art. HYHK’s dedicated staff and board are excited to explore the potential for expanding the BID uptown to serve more of Hell’s Kitchen.

  • A business improvement district (BID) is a nonprofit organization established by city law and governed by a board of directors made up of property owners, business owners, residents, elected officials, and community stakeholders. BID Property owners pay an annual special assessment that funds BID services, which often includes public space sanitation, security, events, and beautification, as well as small business support and marketing.

    BIDs help to maintain clean, safe, and vibrant commercial corridors citywide. There are 72 BIDs in NYC across the five boroughs. BIDs are overseen by the NYC Department of Small Business Services (SBS). To learn more about BIDs and SBS, click here.

  • Currently the HYHK BID runs from W 30th Street to W 42nd St between 9th and 11th Avenues. An expansion of the HYHK BID would encompass sections of 9th, 10th, and 11th Avenues north of W 42nd St.

    An expansion of the HYHK BID would bring services such as supplemental sanitation, beautification, public art, and district marketing to the corridor. In addition, the presence of a BID in the community would aid in advocacy efforts with city and state agencies.

  • BID expansion involves in depth outreach and engagement with community stakeholders, including residents, property owners, business owners, and community organizations. The first phase of a BID expansion effort involves conducting a District Needs Assessment survey. The survey will collect feedback on neighborhood needs and preferences and the data will be used to inform the proposed services, programs, and boundaries of the expanded district.

    The second phase of a BID expansion involves continued outreach including hosting a series of public meetings where the proposed boundaries, programs and services, budget, and assessment formula will be presented and discussed. A statement of support or ballot will also be distributed during this phase for property owners to vote yes or no on.

    The final phase of the expansion process includes presentations to city agencies, the local community board(s), the City Planning Commission, and City Council. During this legislative phase the expansion is being reviewed in order to be approved to be a local law. Following the City Council vote, the Mayor can sign a new BID or an expanded BID into local law.
